§ 35.10. Authority and purpose.

(A)

The Council hereby declares that the taxes required to be paid pursuant to the provisions of this subchapter are assessed pursuant to the taxing powers of the Town and solely for the purpose of producing revenue.

(B)

The construction of dwelling units causes increases in the demand for recreation facilities and park and open space lands and causes a burden on existing facilities. In order to serve the needs of an expanding population, the Town needs additional revenues to finance such facilities.
