PREFACE
This Code constitutes a republication of the general and permanent ordinances of the Town of Woodside, California.
Source materials used in the preparation of the Code were the 1997 Code, as supplemented through April, 2018, and ordinances subsequently adopted by the Town Council. The source of each section is included in the history note appearing in parentheses at the end thereof. The absence of such a note indicates that the section is new and was adopted for the first time with the adoption of the 1997 Code. By use of the comparative tables appearing in the back of this Code, the reader can locate any section of the 1997 Code, as supplemented, and any subsequent ordinance included herein.
The Code is made up of Titles with one or more chapters and various sections within each chapter catchlined to facilitate usage. Notes which tie related sections of the Code together and which refer to relevant state law have been included. A table listing the state law citations and setting forth their location within the Code is included at the back of this Code.
Chapter and Section Numbering System

The title, chapter and section numbering system used in this Code is three tier system incorporating the title, chapter, and section number. Each part is represented in the code section number. Title VII contains five chapter, each beginning with the number seven. Each section number consists of two parts separated by a period. The figure before the period refers to the title and chapter number, and the figure after the period refers to the position of the section within the chapter. For example, Section 70.01 is section .01, in Chapter 70 of Title VII. Under this system, each section is identified with its title and chapter, and at the same time new sections can be inserted in their proper place by using the decimal system for amendments. For example, if new material consisting of one section that would logically come between sections 70.05 and 70.06 is desired to be added, such new section would be numbered 70.05.5. New titles may be added between existing titles and new chapters may be placed at the end of the title embracing the subject. The next successive number shall be assigned to the new titles, chapters, or articles.
Page Numbering System
The page numbering system used in this Code is a prefix system. The letters to the left of the dash are an abbreviation which represents a certain portion of the volume. The number to the right of the dash represents the number of the page in that portion. In the case of a chapter of the Code, the number to the left of the dash indicates the number of the title and chapter. In the case of an appendix to the Code, when applicable, the letter immediately to the left of the dash indicates the letter of the appendix. The following are typical parts of codes of ordinances, which may or may not appear in this Code at this time, and their corresponding prefixes:

Each particular item has been placed under several headings, using the language generally used in the chapter, article and section titles of the Code. There are numerous cross references within the index itself which stand as guideposts to direct the user to the particular item in which the user is interested.
Looseleaf Supplements
A special feature of this publication is the looseleaf system of binding and supplemental servicing of the publication. With this system, the publication will be kept up to date. Subsequent amendatory legislation will be properly edited, and the affected page or pages will be reprinted. These new pages will be distributed to holders of copies of the publication, with instructions for the manner of inserting the new pages and deleting the obsolete pages.
Keeping this publication up to date at all times will depend largely upon the holder of the publication. As revised pages are received, it will then become the responsibility of the holder to have the amendments inserted according to the attached instructions. It is strongly recommended by the publisher that all such amendments be inserted immediately upon receipt to avoid misplacing them and, in addition, that all deleted pages be saved and filed for historical reference purposes.

ADOPTING ORDINANCE
ORDINANCE NO. 1997-486
AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF WOODSIDE ADOPTING THE WOODSIDE MUNICIPAL CODE
WHEREAS, THE California State Legislature has provided for the codification and publication of the permanent and general ordinances of cities and towns in Sections 50022.1—50022.10 of the Government Code; and
WHEREAS, the American Legal Publishing Corporation, Cincinnati, Ohio, has compiled, edited and published a codification of the permanent and general ordinances of the Town of Woodside, California; and
WHEREAS, there have been filed and there are now on file in the office of the Town Clerk, for public inspection, three (3) copies of a document entitled, "Woodside Municipal Code", together with three (3) copies of each of the secondary codes therein adopted by references;
IT IS HEREBY ORDAINED by the Woodside Town Council as follows:
Section 1. Adoption.
Pursuant to the provisions of Sections 50022.1-50022.8 and 50022.10 of the Government Code, there is hereby adopted the "Woodside Municipal Code" (also referred to as the "Code") as published by American Legal Publishing Corporation, Cincinnati, Ohio, together with those secondary codes previously adopted by reference as authorized by the California State Legislature, save and except those portions of the secondary codes as are deleted or modified by the provisions of the "Woodside Municipal Code".
Section 2. Title—Citation—Reference.
This Code shall be known as the "Woodside Municipal Code" in any prosecution for the violation of any provision thereof or in any proceeding at law or equity. It shall be sufficient to designate any ordinance adding to, amending, correcting or repealing all or any part or portion thereof as an addition to, amendment to, correction or repeal of the "Woodside Municipal Code". Further reference may be had to the titles, chapters, sections and subsections of the "Woodside Municipal Code" and such references shall apply to that numbered title, chapter, section or subsection as it appears in the Code.
Section 3. Codification Authority.
This Code consists of all the regulatory and penal ordinances and certain of the administrative ordinances of the Town of Woodside, California, codified pursuant to the provisions of Sections 50022.1—50022.8 and 50022.10 of the Government Code.
Section 4. Reference Applies To All Amendments.
Whenever a reference is made to this Code as the "Woodside Municipal Code" or to any portion thereof, or to any ordinance of the Town of Woodside, California, the reference shall apply to all amendments, corrections and additions heretofore, now or hereafter made.
Section 5. Title, Chapter and Section Headings.
Title, chapter and section headings contained herein shall not be deemed to govern, limit, modify or in any manner affect the scope, meaning or intent of the provisions of any title, chapter or section hereof.
Section 6. References to Specific Ordinances.
The provisions of this Code shall not in any manner affect matters of record which refer to, or are otherwise connected with, ordinances which are therein specifically designated by number or otherwise and which are included within the Code, but such reference shall be construed to apply to the corresponding provisions contained within this Code.
Section 7. Additional Changes to the Woodside Municipal Code.
Attached hereto as Exhibit A, are modifications to the Code which are being adopted herein by reference.
Section 8 Effect of Code on Past Actions and Obligations.
Neither the adoption of this Code nor the repeal or amendment hereby of any ordinance or part or portion of any ordinance of the Town shall in any manner affect the prosecution for violations of ordinances, which violations were committed prior to the effective date hereof, nor be construed as a waiver of any license, fee, or penalty at said effective date due and unpaid under such ordinances, nor be construed as affecting any of the provisions of such ordinances relating to the collection of any such license, fee, or penalty, or the penal validity of any bond or cash deposit in lieu thereof required to be posted, filed or deposited pursuant to any ordinance and all rights and obligations thereunder appertaining shall continue in full force and effect.
Section 9. Effective Date.
This Code shall become effective on the date the ordinance adopting this Code as the "Woodside Municipal Code" shall become effective.
Section 10. Constitutionality.
If any section, subsection, sentence, clause or phrase of this Code is for any reason held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this Code. The Town Council hereby declares that it would have passed this Code, and each section, subsection, sentence, clause and phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases had been declared invalid or unconstitutional, and if for any reason this Code should be declared invalid or unconstitutional, then the original ordinance or ordinances shall be in full force and effect.
Section 11.
This Ordinance shall be published and posted according to law and shall take effect and be in force from and after thirty (30) days after its passage and adoption.

PASSED AND ADOPTED as an Ordinance of the Town of Woodside at a regular meeting thereof held on the 27th day of May, 1997.
